fair within the context of a season means that the trade is considered fair whether, or not it is a keeper league. That was you can avoid someone dumping six of their non keeper players for one keeper

What would be the point of a keeper league if fair means they have to be fair within context of a current season?
If you are out of contention, dump away. And get your best keepers for next year. If Team B thinks he is getting the best player in each deal (I think he is), that is what they should be doing.
The only question is why was the July 31 deadline not enforced?
