If your settings are for players to not become available until they're called up to the Major Leagues, he shouldn't be there.

Why would I ask this question if my league had that setting? I'm not retarded...

It's one of the more common questions asked with respect to prospect availability, and is most often, the appropriate answer to the question. I can't be certain, though, whether the people in the past who have asked were or were not retarded. I don't have that data.
