It's one of the more common questions asked with respect to prospect availability, and is most often, the appropriate answer to the question. I can't be certain, though, whether the people in the past who have asked were or were not retarded. I don't have that data.

yahoo must have different type of settings for different leagues. the one fantasy baseball helper whatever on twitter was talking about Jays Anthony Gose the night before he was called up, and how Gose was not in his yahoo list and everyone would have to wait to add him. in most other leagues I have seen Gose was available in yahoo.
there was a time, a few years ago maybe? the only players available in yahoo were those that had major league experience. the year Ryan Braun came up he was not in yahoo before being called up. I remember because I had the #2 waiver priority but lost out to the guy with #1 waiver priority.
