I was thinking about targeting guys to buy low for my keeper league we keep up to 16 per year. I honestly dont think this is enough to get it done but it is a starting offer. My roster is in my sig if you guys have any suggestions on a way to get a deal done I would appreciate it.

I'd guess you'll need to include a SS for the other guy to bite. SS and OF are the shallowest positions (maybe 3B too) so he'll likely request a SS back from you. In terms of talent/value, I think your offer is more than fair. Tulo may be out for the year (but likely 8 weeks whoich brings him back in August so you're not gonna get too many G from him). But as a keeper, he has to be one of the top 10.
