As a start, my 5x5obp z score rankings listed Tulo 14th at a 6.56 preseason (max: 10.17, min: -7.27). Tulo contributed 1.55 to OBP, 1.29 to R, 1.95 to RBI, 1.68 to HR, and 0.09 to SB).
Converserly:
Pence: 39th, 3.45; 0.21 OBP, 0.97 R, 1.36 RBI, 0.81 HR, 0.10 SB
Konerko: 26th, 4.08; 1.28 OBP, 0.35 R, 1.62 RBI, 1.72 HR, -0.89 SB
That said, Konerko's a bit dinged up, and older players numbers tend to decline towards the end of the season. I'd call it a wash between the two of them, so it depends on how the rest of your team is built on who I'd go with.
Both Haren and Felix are great, but I trust Felix's dominant history to overcome his early season average stats.
As you said, you don't have to worry about keepers. I'd certainly trust either options 1 or 2 to improve your club for the current year. I also like the idea of trying to trade a package to land Votto, but you may have to give up too much. Last year, the Rockies were out of the hunt and chose to sit Tulo at the end. There's a possibility history could repeat itself, so if you have a shot at the playoffs I say go for either 1, 2, or 3.
