I don't get why no one has ever tried this. If a "starter" is only effective one time through the order, why not just let him go one time through and then have the next guy go three, etc. I guess then you've got to have enough guys that can go 2 or 3 innings, but I feel like you could stretch a lot of these one inning and done guys to two innings.

usually the starting pitchers are the ones with the better pitches to be able to go multiple times through the batting order. if a pitcher can't go multiple times through the batting order with multiple different pitches to fool the hitters then he is better suited for the bullpen.
I also think a dead on pitch limit is stupid. not every pitch is the same. what about an intentionl walk where you're throwing 4 pitches without much effort, do they count? what about pickoff throws, do they count?
So far they are holding true to their word. Francis removed after 5 solid innings with a pitch count of 76... We'll see how this works out. Will probably take at least 4 or 5 times through the rotation to really know how effective it is.

Brilliant? Brilliant is the way the Rays implement the shift. This? its just sheer stupidy.
The starters are not going to benefit any since they will be pitching on shorter rest. The bullpen is going to be in even worse shape now since they will be responsible for 4-5 innings EVERY SINGLE GAME. How long do you think that will last? What if a pitcher is dominating the other team and they clearly have not figured him out? Well, too bad, hes getting yanked and replaced with a mediocre reliever.
This idea is one of the dumbest things I've ever heard of a manager trying.

Disagree. Starters may have less rest, but they are only throwing 4 or 5 innings. This also gives the bullpen one more reliever to work with; One of which is Guthrie, who could also give you a few innings every four days or so. For a team that has had horrendous starting pitcher, why not take the shot? If it doesn't work, you lose the same amount. It isn't like they are stunting the growth of any top starting pitchers. Pomeranz needs more time.
So the starters are each throwing 25% less, and adding Guthrie to the bullpen will offset the amount of extra innings?? Not even close. Horrible math and horrible idea by Tracy. At least he's thinking outside the box.
