My Angel Pagan for His Troy Tulowitzki

I have someone in my 10 team 6x6 roto league (OPS being the 6th offensive category) thinking about this deal. What do you guys think about buying low on Tulo giving the injury risk? I think I HAVE to do this strictly on value, but am I underestimating Tulo's injury here? Tulo would be upgrading Zack Cozart at SS...
