Veto-able trade?

Manager 1 gives up Billy Butler, manager 2 gives Jay Bruce
Is this vetoable? 3/8 people have voted against it (4/8 req'd), but the main problem is that manager 1's team is already in first by a landslide and manager 2's team isnt doIng so hot.
I already voted against it but should i just straight out veto it?
