The real problem is that he won't make it through a full season and you have to sort of play matchups until he proves himself, so you have to have a pretty specific league to make him worth it. You pretty much have to be in a daily roto league for him to have much value imo.

correct me if I'm wrong, but don't most people play in daily h2h/roto leagues? how is that "pretty specific"? and even then, his value out weigh's his risk in deeper leagues; you're getting a potential no. 2 or 3 starter for next to nothing*. What makes you say he won't make it through a full season?
*if you grabbed him off waivers and stashed him like I did.

He's a prize young pitcher in his first full pro season who has already thrown 56.1 innings in the minors.What's left is ~100 innings/7IP per start = 14 games.6IP=16 games.
In a H2H league I wouldn't count on him being available during the playoffs.
Did the D'backs say he was limited to 160 IP this season? He already threw 162 innings last year. Isn't the rule of thumb that you can increase by 30 or 40 innings? Not that I believe that actually matters, but teams generally follow a cookie cutter innings increases. I think if they're in the race in September (how could they not be with that division?) and he's already in the rotation, they'll keep him there.

ya but for teams on the bubble at least he might GET you to the playoffs. and thats assuming he only pitches the same # of innings as he did last year which seems rather ridiculous
