Depends on your needs. Definitely H2H needing k's and decent ratios you would have to start him against an average Phillies offense. Having said that the Phillies are starting to come around and Halladay probably means a win is not likely so in Roto there would be an rgument to keep him on the bench if you play an innings max. league.
