Should I drop Bell to pick up a closer like Downs, Balfour, Rodriguez, Frank Francisco, Marshall, or Santiago.

Marshall is the best of the relievers you listed and is secure in his job, so he really shouldn't be unowned. I wouldn't drop Bell, though -- he'll come around, and he's plenty secure.

It happened again, he is looking terrible. Should I pull the trigger and drop him?

Yes. Your league has a lot of starting closers on the WW, so feel fine to dump Bell. he has been horrible.
I like them:
Marshall first, then Balfour 2nd.
