Use 6th waiver on Hector Santiago?? WHIR

I have the 6th waiver position in a very competitve 5x5, 12 team keeper league. Santiago is looking very shaky. Should I exercise my waiver on him? If so who should I drop? Here is my lineup:

I would. Closers are always going to have value and a middling waiver is a reasonable price. Pestano would be my drop, C Perez hasn't been terrible so far this year and I think his leash is a bit long.

My first inclination was to drop Vogelsong, does anyone think he should be the guy I drop?

Vogelsong or Burnett. Either one seems borderline in a 12 team league. I'm not sure about Santiago, though. Seems like only a matter of time before he gives way to Thornton or better yet, Reed.
