starting a player who does NOT play, count towards total?

If I start a player, and he gets scratched and does NOT play, yet I still have him starting, does it count to my total number of starts in that position???

I have never played in a league that has "hitter starts", it would seem to me the same thing as "pitcher starts" would apply. Just because you show a starting pitcher in your lineup, does not mean he gets a Start for that day. Only if he actually starts a game. Same thing with hitters.
