30 team dynasty league looking to fill a few teams!!

I am looking for a few owners to fill 2 teams from owners who either quit or have been inactive in my dynasty league and those teams are CLE, and the Nationals. WAS has everyone But Strasburg who was traded for 5 top 100 Prospects! Everything else is in perfect order.
