How do I go about signing up/paying for my team. Id like the Miami Marlins. I have a friend that is interested that wants the Rockies

I'm interested, I have been kicking around the idea of developing a very similar league. Do team salary caps change each year?

dday0606 we run 2 others besides this that are full and very successful, its all the same format except the other 2 are head to head points based.
