Maybe I'm missing something, but I'd put all of his players on the bench and leave them there for the season. No matter what you do, people are going to complain, but think about it like this.
Suppose he has what appears to be an all-star lineup at the beginning of the season. Early on, he's kicking butt and everything is fine. Then, a few of his players get nagging injuries and their production starts to drop. An active player might make some changes to improve his chances or stick with the veterans and hope they come around. As the commissioner, which do you choose?
I just think it causes fewer problems if you go ahead and give everyone a bye for the week they play the inactive owner. Seems fair to me, but like I said, I might be missing something.
