I am in a 12-team H2H keeper league and have room to acquire another starter, my options are:

Dempser
Lewis
Volquez
Billingsley
Bedard
Ogando (if he's even starting)
Bard (same story)
Peacock
Humber
Lohse

Any suggestions?

I prefer Dempster because of his K/9.
Volquez my next choice.

of those guys i would also choose Dempster....but if Neise was available I might gamble on him over Dempster

Dempster followed closely by Bedard. Then I'd go Volquez. But I like Niese most if he is available.

I'd go Dempster, Bedard, Lewis in that order.

I would take billingsly followed by dempster.
I'd not take matusz, strong spring aside, he still pitches in the al east.
