Can you justify these trades?

16 team mixed roto 7x7 (k's and OPS, k/9 and L's- extra categories). These trades were proposed, accepted and subsequently vetoed by the Commissioner ( as per league rules).
Trade 1:
Team A
Justin Upton
Stephen Drew
Chris Sale
Team B
Allen Craig
Jimmy Paredes
Alexi Ogando
Edison Volquez
Trade 2:
Team A
Mike Napoli
Daniel Murphy
Jake Westbrook
Team B
Jarrod Saltalamacchia
Troy Tulowitzki
Jayson Werth
Jordan Zimmermann
I don't suspect collusion in either trade; however, there are teams that are not involved in these transactions that are negatively impacted. Are the vetoes valid?

These trades are imbalanced.

Just because a team not participating is affected doesn't give them the right to veto.

The first trade is pretty bad. The second is even worse. I'd be curious what Team B in the first trade and Team A in the second trade think they're getting out of it.

What's the keeper structure of your league? Jimmy Paredes is in the minors.

I'm the commish of a Dynasty league, so it's a different situation, but here's how I usually deal with these kind of trades (though I have to say, it's never gotten to this extreme):

If you don't suspect collusion, talk to the owner who is getting the lesser return, and ask him what's his reasoning for doing the trade. If he refuses to tell you, or his answer is BS, go ahead an veto it.

The owner in Trade 2 stated that he feels Werth is over-valued and he has Reyes to fill in at SS. He needs help at 2B and that's why he wants Murphy. No mention of the Zimmermann - Westbrook talent gap.

If that's a redraft league, something odd is going on. I like to think of myself as someone who can squint and see the possibility of value in almost any trade, but when you're dealing guys who flat-out should not be rostered by anyone, or 3-for-4 trades where the guy getting 4 players is also getting the best player, those are serious red flags to me.

In talking to the owner in Trade 1 I feel like his skill level doesn't match up and he was taken advantage of. The owner in Trade 2 insists it was a valid offer- one he made!

I actually think the second trade is much worse, but I think it's ultimately bad form for a commish to deny a manager a trade he wants to make and can justify in his mind.
