Mat Latos? Overrated? WHIR

Is this guy overrated this year? He had a decent year in a pitcher's park and now going to a hitter friendly park, where his ERA could easily over 4.00, but he's being touted in the same tier as pitchers such CJ Wilson, Cain, Bumgarner, etc. THOUGHTS?

Not a bad pitcher, and I put those pitchers in order I would put latos at the bottom.

I think yes which is why he won't be on any of my teams. I am worried about the ballpark, Dusty Baker and why the Padres traded him for a package of prospects that seemed a little light.
