I think that guy's scoring system is totally bonkers and would not be at all fun to play.
Here's the system my H2H points league uses. It's not perfect, as it tends to overvalue the top starters, but we've used it for over a decade and retention in this league is very high.

We give out equal points for saves and wins to keep the value of closers high and encourage chasing those guys over setup guys with good ratios.
