I am trying to find a downloadable spreadsheet for H2h positional tier. I know I could create this on my own, but if there is something already out there I could just alter it to my liking.

The Cafe has published positional rankings for everything but RP. For H2H all you'll need to do is very minor tweaking based on how you wish to strategize.
