I'm in an 8 team ESPN H2H league. 9 categories: AVG, HR, RBI, SB, R, and Saves, ERA, WHIP, and K/9. C, 1B, 2B, 3B, SS, 1B/3B, 2B/SS, 5 OF, UTIL. 7 SP, 2 RP, 3 bench. Any thoughts on what my strategy should be going into the draft?

No reason to draft SP.

Actually, he has to have 7 SPs. Good choices of the high K/9 variety (Beachy, Greinke, Morrow, Luebke), but this is clearly about quality pitchers and lets you bring in good arms that may not have the best run support.
For sure you want to focus on the counting cats for bats if you want to be competitive, but with only 8 teams there should be plenty to be had. The rosters are deep, so we won't be able to count on free agents to win this league except for saves (so don't get too hung on RPs early). I'd be focused on IF positions early and make sure I get the best available. OFs should come later outside of CarGo, Ellsbury, Braun, etc.

I also have the second pick. Miggy is going first, so who would you guys go with? Braun/Kemp, Pujols/Votto, Tulo, or Bautista?

You need two 1Bs, might as well get one of the best in either Pujols or Votto. You could gamble on Tulo, the tiers drop off quickly. You might get Fielder on the return. Cano would be another option.
