Hitting/Pitching Splits - WHIR

I read an article last year (can't recall where) that suggested what to spend on hitting against the league average in an auction. For example, if the league split was 65/35, you spend more (or less) on hitting. If memory serves, you go higher. What do you do? If you leave a link, I'll help in return.

$260 ...

I generally look to spend $80 or less on pitching and the balance on my offense. So that's about 31%. The basic splits that I see are 35/65. 35% of $260 is $91.
