Noone really jumps out at me from that group. People seem to be high on Capuano, I've read in a few places that if you looked break down his numbers he had a much better year than you would think and could be a late sleeper in a situation like yours. Maybe thats something to target.

After that, maybe Chen and Pelfrey.

I like Happ and Capuano. Happ has been good before and he is still under 30 so that adds some value. Capuano had the better year last year I just feel Happ has the better upside. Depends on what you prefer Happ showed he could be great but he showed last year he could struggle. Capuano is going to give you a mid 4 era and 160 Ks as long as hes healthy.

I'd go with Capuano easily. If this is a keeper I'd select Brett Cecil because he's young and has a chance to blossom.

Choice 1 - Capuano
risk/reward and the fact that its a keeper - cecil

Paulino. A number of advanced stats guys love him. There isn't much to choose from so might as well listen to them.

I'm gonna be a homer and say Capuano. He had a nice K/BB rate last season. He may be good for an ERA around 4.00, 10-11 wins and 160 K with 200 innings.
