I've made 21 and 23 game schedules, but not 22. It isn't too difficult though.
I'd number each team.
A1 A2 A3 A4
B1 B2 B3 B4
C1 C2 C3 C4
then map out the core of the schedule - divisional play.
A1 v A2
A3 v A4
A1 v A3
A2 V A4
A1 V A4
A2 V A3
same for B and C, and repeat two times for A, B and C.
That takes care of 9 weeks of the schedule, playing 3 divisional opponents 3x each.
22-9 is 13. Now what?
To play other divisions evenly, you have 8 other teams outside your division. So you can play them all once each.
so that is 9 division games and 8 intra games. Leaves 5. If A plays B, B plays C, and C plays A you have:
A1 v B1
A2 V B2
A3 V B3
A4 v B4
A1 V B2
A2 V B3
A3 V B4
A4 V B1
A1 V B3
A2 V B4
A3 V B1
A4 V B2
A1 V B4
A2 V B1
A3 V B2
A4 V B3
A1 v C1
A2 V C2
A3 V C3
A4 v C4
A1 V C2
