In most 'cheat sheets' etc salaries are usually set for standard 12 team $260 formats
When it's a 15-team league should that make salary projections move up (more owners vying for guys) or down, more players taken?

There is more money in play. Salaries should be higher.

After playing in various different auction leagues of all sorts of shapes and sizes over the years I think I have come to the conclusion that there is pretty much nothing that forces the prices down (other than giving everyone a smaller budget). About all that bigger leagues, deeper rosters, etc will do is mean there will be more $1 players filling up spots on everyone's team.

not necessarily.
more players are getting paid so the average salary is going to be the the same.
teams still have the same budget.

the ultra-elite players (like Tulo, Pujols, Mcab, Halladay etc) may fetch slightly more than in standard 12 teamers, but thats just because there arent enough of them for every team to own one so there will bea premium. but that also means that there will be a discount on some lesser talents (maybe the 2nd tier guys go slightly cheaper, or maybe as Tavish suggested there will just be lots more $1 players picked up at the end of the auction that would normally go $2 or $3
