It certainly does make sense! And in lieu of zombies, I suppose you could run those turbines with overweight people. Pay them to run/exercise. Not only will this create more jobs, but also help to lower health care costs by decreasing obesity. And start with the children!

Though I do support his pony policy more. They should be Mongolian ponies too- better endurance than their European counterparts.
