What TD said, and it looks like the team you're taking over has 26 players on its MLB roster right now, and since Moustakas is no longer rookie-eligible that would make 27 players from which to draw your final 26.
Constitution doesn't say anything about pitching limits, just minimum inn./week in order to qualify to score(?). It's OK, I should be able to get where I need to go with a roster. Couple of guys to get rid of. Give me a day or so, should have it together by Monday morning

Sorry, there are no limits on innings as you surmised.
EDIT: I wouldn't be opposed at all to introducing limits on IP to prevent streaming, especially during the playoffs. What do you guys think?

I'm not opposed to a happy medium solution, and I know I've participated in some reactionary playoff streaming in past years, but 40 IP is WAY too low IMO. That's like 4-5 starts and a handful of relief appearances on average ...
