I would have to give a slight edge to Vance Worley, mostly because of his age. I see him, Collmenter and Moscoso putting up similar WHIP over the next few years. Looking at Worleys minor league numbers lead me to believe that he could improve on his last years stats. he showed a steady improvement in his WHIP the last 3 years in the minors, ending up with a 1.04 his final stint at triple A. I'm not too fond of the park he plays in, Philly can be a tough place on pitchers but not enough to drop him to second. Collmenter i rate next. I think he performed a little above his career norm when comparing them to his minor league stats. I would expect a little regression here. His AAA WHIP is actually quite high. Moscoso i would probably rate above Collmenter if they were the same age. Their AAA numbers are quite similar, but Moscoso fared a little better against AAA hitters than Collmenter. Given the 4 year age difference i rate him 3rd. I would expect a little regression here also. Hope this helps.
