True, it isn't all about the money... But the Giants have to at least have an offer that is competitive to whichever team outbids them. Otherwise the MLBPA will never allow the signing to happen. Now what defines competitive can vary.
The Giants will for sure make competitive offers to both cain and lincecum. they've been saying all offseason that priority number one is keeping the rotation intact. I'd be surprised if they didn't get a cain extension done before the season. Lincecum, on the other hand, i think is much more likely to hit free agency.
