Try using an overall transaction limit (like 50 or so) for the year, and maybe cap how many pitchers a team can have at one time as well. That usually eliminates a need for a cap.
I've never understood using a cap but if a league must it shouldn't be low. Yahoo default is 1250, that's nothing. 5 starters that go about 200 each and 3 RP's hit that easily.
