Beede did make it clear. The problem is, lots of college-bound players "make it clear" that they're not going to accept any offers, but usually it's just a way to pump up their asking price. Prime example is Josh Bell.
They should just make them declare for the draft, and use hard-slotting. None of this nonsense.
