If we had infinite money, I would TOTALLY be up for it. It would be glorious to be able to afford a Norway-style rehabilitation-centered prison system that would actually churn out responsible citizens instead of more criminals.

The petition must include of course .. Murder. It doesn't have to include murdering kids, but it sure would help bring some attention to the cause. Gotta pull on those sheeps heart strings, Ya know...
But its gotta be something along the lines of .. "If you commit murder .. You get a house in San Francisco. A laptop. A big screen TV. Tennis courts, and a lake to swim in. And weekly visits from Stuart Smalley.

Penalty? There is no penalty, you're still thinking in that backwards retribution-based mindset. Now that we're enlightened, like Norway, we rehabilitate you. Meaning we take more money from the family of the whoever you killed and buy you a jetski.
Meanwhile in Murica: Bernard Madoff (the worst white collar criminal in the history of the world) ruined the lives of thousands even driving some to commit suicide (like the Mets) and made a substantial (negative) impact on the US and global economy - sits in a resort style "prison" and plays bocce ball on neatly manicured lawns for his leisure. Clearly, we have the best penal system ever and those Nordic softies are such pansies.
The soft punishment must really be a lack of a deterrent for murder. According to the graph here, Norway's murder rate is only 12th lowest in the world. I bet if they had capital punishment they could get it even lower than countries like Monaco, Iceland, Morocco, Burkina Faso and Brunei. The US, according to the list, ranks 89th out of 189, among the worst of developed nations.
