I would drop him. In such a shallow league you might as well play the hot hand. Keep an eye on the position and move them in and out depending on playing time and current production. No need to sit on a guy that isn't producing.

Unfortunately, I don't have quality starters (not my decision, didn't draft the team), so I decided to go for quantity instead. It's worked out pretty well so far, as I'm tied for first in my league.
