Is Jurrjens being sold too high?

I've got a trade being proposed to me: my Brandon Phillips for their Jair Jurrjens. What I can't decide is if Jurrjens is overrated/being sold too high. The league is a rotisserie with the standard 10 categories, and I am last in era and whip and first in runs and rbis.

I see jurrjens as a sell high candidate and indeed he is doing that. I like him, don't get me wrong. But I'd want a more proven guy who gets ks if I was giving up an elite 2B.

I'd keep Phillps- Jurrjens is great but doesn't get enough Ks. I also wouldn't necessarily trust Weeks to be your full time 2b just yet while you have one of the best in phillips already.
