Daniel Norris or Dillon Howard?

My league runs an amateur draft each year, and I've been agonizing over my 2nd round pick all afternoon. To me it seems like the concensus from reports is that Norris is the better draft pick, but I was concerned that he ended up getting taken in round 2 (of the real draft). Didn't really see any reasons for that to happen. While I assume that has to do with signability, I just couldn't find anything with that indication. Which led me to lean towards Howard instead. He went a few picks after, but I know that Scott Boras is his agent, so likely signing concerns caused him to drop. I was hoping somebody on here had some knowledge on the issue. Any help would be greatly appreciated!

Norris fell because of signing concerns. It may have been posturing for negotiations, but many thought he was really committed to going to Clemson.
