Wainwright, no question. The only downside is he won't play again until next season, but he is a bonafide ace.

What are the keeper rules? Can you keep guys forever, with no penalty?

Wainwright WAS an ace... no telling what he's like when he comes back. If there are limits/contracts involved I'd still take Wainwright. He IS really good. However in a dynasty format where there's no limit to keepers or how long you can keep them, I might go Bumgarner simply because he's a better bet to pay off over the long haul.
