To answer your 2nd question 1st, I agree you should drop Uribe. He is a nice player to have on your favorite real team.....but that just doesn't translate to a good fantasy player. I see him as a guy you have fill in for you when one of your infielders goes on the DL.....but I wouldn;t waste a roster spot on him in normal circumstances.
So, the question is, should you pick up Volquez. It sorta depends who else is available. He's an ok SP.....but he's off to a rough start. And his career era is well over 4.00. He's young enough that he might break out at some point.....but it doesnt look like it is happening yet.
He's the type of guy you use as a spot starter in good matchups.....but I just don't think he is any better than the guys you already have. And you already have 7 SP's.....so I don't know if you really have room for another SP without risking reaching the inning's limit in August.
So I would drop Uribe for the best hitter available on the waiver wire. If the waiver wire is totally picked clean in your league, and Volquez truly is the best available player (which I doubt.....but it's possible), then I would prefer Volquez over Uribe.
