Too Many Draft Pick Trades

I'm in a 12 team; H2H; 4 players (kept for 1 year) Keeper League

It seems like year after year there are a few teams, not in collaboration with each other, but a few teams that trade away over half their draft picks every year. Then during the draft they get a sub-par team, but over the course of the season they trade next year's draft picks for much better players, and the cycle continues.

Now I know they are not cheating or working together etc... but I feel like they are exploiting a loophole or loose end.

Is there anyone that has any methods, similar problems or advice on resolving the issue?

MLB does not allow trading of draft picks. The NBA does not allow a team to trade away its number one pick two years in a row. You can put any kind of restrictions on draft trades that you see fit.

My 12-team H2H Keep-3 league only allows draft picks to be traded in the offseason.
