Help Please? New Year, Dynasty, partial redraft, pts league

In the second year of this dynasty, with minor leauge rosters, league. One team, the worst one, dropped out and we are in the process of beginning the league for this league in 2011.

So, what would be the best option for the foillowing:
- redistributing the one teams players plus those other guys not already on someones minor leagur roster
- redistributing the one teams minor leagues roster
- When should we start scoring and player available stats?
