Absolutely. In the case you're referencing, Axford came in with a lead in the 9th and relinquished the lead (whether he allowed it to be tied or for the game to be won, that's a BS). Then, he picked up the loss by being the last pitcher in the game when the lead/tie was relinquished, making him the pitcher or record in a game that happened to be won on a walk-off homer. Essentially, he "attained" both on that one bad pitch to Hernandez - pretty common to see the ever-popular BS/L combo
