I'd go Gio there. He plays in a better park and he's actually got the one good year under his belt. K/BB as a category is a red flag, though. It's pretty close.
I really can't imagine these are your best choices in a 10 team league, unless you have deep rosters and you're keeping like 15.
It's a pretty deep league. Each team keeps up to 12. Best available pitchers are Gio, Chacin, Wandy, and Morrow. Nothing really of value for offensive help to my team.
I'm all over Morrow there. Yes, he pitches in the Al East, but look at that K/9. He's riskier, I suppose, but as similar pitchers go (both have one good season, durability issues, high K rates and BB problems) I'm taking the upside of Morrow here. I think Gio's upside is a tick less, that of solid no. 2, where Morrow has the potential to be a legitimate ace.
I definitely do not feel the Morrow love. A 4.49 ERA in his first full season, along with a 1.38 WHIP, pitching in the AL east, and had a very reasonable .287 BABIP last year. I like the K's, but the rest is very "meh."
I really think the upside of Chacin and the better line of Gio are far better longterm.

Morrows babip was .342, close to the highest. He was very unlucky.
