Most likely he is going to be an end of draft option, I don't see why you can't take a flyer on him. He is a high risk / reward guy. If he performs, great, if not just drop him. No biggie.
He's an end of draft of option only if:
a) ALL other pitchers have been taken
b) He's the only pitcher left that qualifies and you need a pitcher to fill a starting slot
c) Someone is threatening your life if you don't take him and you believe they are serious
Even in that scenario, I still say it's a coin flip as to whether I would take him.
