If you go Tulo at #3, you will still be able to snag Howard/Fielder at #22. So, you have an elite player at very thin position and still have a power 1st baseman. 1B is deep, no need to draft 2 in 1st 2 rounds. I always look at it as how my team is built over the first 2-3 picks, not just player A vs player B(Tulo vs Miggy). I'm actually surprised everyone has responded with Miggy.(especially with his recent troubles).

edit:above is assuming Hanley is gone at #2
There's a fair difference between Miggy and Howard/Fielder really, and Tulo's ranking is based on being hotter than the sun for 1 month last year - he hit almost half his homers in September whereas Miggy has put up excellent numbers for years now.
Gotta go with Hanley then Miggy. Don't worry about his DUI! Do not and I repeat do not take Tulo that high. He is not worth it. He is good but unproven still and injury prone. Miggy is too good to pass up. I would rather take Votto, Braun, CarGo over Tulo. But that is just my opinion.
