Frankly, I think that's oversimplifying it by quite a bit, especially considering that a 14-team league isn't "standard" (and therefore doesn't really apply to generalized advice).
Working in 10-team mocks so far, I've been quite happy to have only 2 of my first 12 picks be pitchers. In 12-team mocks I've been forced to mix that up. I'm confident that a 14-team draft would be different as well.
The basic premise is largely correct though... offense before pitching. It's easily possible to put together a pitching staff which is adequate late in the draft, even with quite a bit of upside to it. You have zero chance of doing this with your offense if you wait even two or three rounds. The dropoff in value from 4th round hitters to 14th round hitters is lightyears different from the dropoff from 4th round pitchers to 14th round pitchers.
