Hesitation in this circumstance isnt needed...You yourself said it in your comments..."Best HS arm in last decade or so....I am curious to see where you ranked Strasberg last year, some people say Taillon has better command/stuff at a younger age....

I'd be very surprised if it wasn't 1 or 2. I'm not taking a side in this debate, I think Tailon "Top 5 no question" is very aggressive, but don't really care that much.
I do dislike when people use flawed logic/bad examples. You really don't see the difference between "Best HS arm in the past decade." and "Best pitching prospect in the history of baseball?" Especially when the later is a college pitcher? Not to mention your comment either shows lack of memory or you're new to this. Everybody and their brother ranked Heyward & Strasburg 1-2 or 2-1 last year. I was the only person that had Strasburg down a few spots and it was because I had injury concerns with his mechanics so I have no regrets.

Yes there is a big difference in high school arm and college arm. High schools arms have a hightrack record of busts, obviously due to youth and inexperience, while college arms may not have quite the upside they are relatively safer. Also, Pittsburgh 1st round arms have scared me for years as I said. BTW, I ranked Strasburg #2 last year behind Heyward and at the time Strasburg was MUCH closer to the majors than Tallion was/is.
I'm with Havok on this one, and ESPECIALLY from a fantasy perspective. Could Taillon be the best HS pitcher out of Texas since Beckett? Who knows, he's only faced high schoolers. He could very well be in the top 5 next year, but until he's done that I think its difficult to put him into the top 25.
I think it's too early to put Tallion top 5 but also unfair to say that since Pitts has a terrible track record with pitchers that you have to rank Tallion lower...

It is not my only reasons but I think the way organizations handle prospects, or lack there of, is a reasonable factor to at least consider.

Even if he ends being a top 5 prospect at this point I find it very difficult to rank him anywhere near the top 5. Take Matzek for example, he might have been as good as Taillon but he had a lot of hype out of HS and many are disappointed with his season.
