There isn't really a need to change the chips. They all have RFID chips inside so as soon as he tries to play one at a table he is as good as caught. The best chance is probably to try and fence them off to some stupid tourists without getting busted.

Everything above $10,000 I think. Or maybe it was $25,000, which, apparently, is most of what he took.

Well, I have some news for him: Run and hide. Run and hide. If he should be picked up next week buying a hundred-thousand dollar sports car in Newport Beach, I am going to be supremely disappointed. Because I want their people to find him, and when they do, rest assured they are not going to hand him over to the police. So my advice to him again is this: run and hide. That is all that I ask.

I doubt your low denominations ($1-$50) are, but I would be willing to bet anything $100+ is. RFID chips are cheap enough now that there is no point for them not to. The ROI for being able to track the chips even beyond security measures makes it a no-brainer.
