A different kind of league

I heard about a league set up for basketball on Bill Simmons podcast and I immediately thought it would be interesting for baseball. Here's the basics- it's a salary cap league but you have a draft and it is played like a standard 5*5 league. For the NBA they had a 65 mil cap and currently Kobe Bryant was a free agent since no one wanted his salary. I'd like to set something like this up for next year. Any of you guys know what site could support this? Thanks. Joe
