Arbitration Offerings etc

The Dodgers throwing away assets as usual:

http://www.mlbtraderumors.com/2010/11/national-league-free-agent-arbitration-offers.html

The Dodgers declined to offer arbitration to Scott Podsednik (B), Rod Barajas (B)

Podsednik already declined an option, and he's looking for more then a one year deal.
Barajas made 500k, and they won't risk the piddly raise he'd get if he accepted?
So yeah, two sammich picks *FLUSH*

On the opposite end of the scale:

http://www.mlbtraderumors.com/2010/11/american-league-free-agent-arbitration-offers.html

The Rays offered arbitration to Grant Balfour (A), Carl Crawford (A), Rafael Soriano (A), Randy Choate (B), Brad Hawpe (B) and Chad Qualls (B), according to Marc Topkin of the St. Petersburg Times.

I forgot that the Rays scooped up Hawpe AS WELL as Qualls to effectively buy sammich picks just for money.
Same with Boston and Felipe Lopez. ;-D ;-D ;-D ;-D ;-D

The Podsednik one really confuses me. From everything I had heard, the Dodger were pretty happy with him and were wanting him back. Assuming they are going to try and work out a longer term contract with him you figure they would at least offer arb for insurance in case they don't sign him.
