Min IP not met, what happens

We use CBS, ROTO league. What happens when an owner's team does not meet the IP requirement. What does the site actually do?...Does he get a score of 1 for all pitching categories and everyone else moves up 1 spot. First place will be decided by a point most likely, and whether or not owners move up in the standings will be the deciding factor. This could be a mess.

If an owner does not meet minimum innings, he gest zero in ERA and WHIP. Everyone else receives what they would have normally gotten. They do not move up.

darn, was hoping that was not the case..looks like 2nd place to me.

Logically though, in ROTO, if one owner didn't meet in gets a zero, it would make sense to bump everyone else up. If he was ranked 10 out of 12 and drops to zero, shouldn't the #9 guy move to a 10 score? What the owner did affected everyone else.

The logic in it is that other owners should not benefit bacause someone did not meet minimum innings. In your example, some owners would gain a point and some would not. That would not be fair. The fair way is that no one moves up in the standings.
